TenneT and Blauwwind sign offshore grid connection agreement

TSO TenneT and wind farm developer Blauwwind - the consortium of Shell, Van Oord, Eneco and Mitsubishi/DGE - have signed the grid connection agreement for the wind farms Borssele III and IV off the coast of the Dutch province Zeeland. The signed agreements relate to the realization, connection, and transmission of power of Blauwwind's wind farm that will be developed in the Borssele wind area with TenneT’s Borssele Beta platform and are the second under the new Dutch tender system.

In December 2016 Blauwwind won the public tender by the government for sites 3 and 4 in Borssele of in total 680 MW. 

The legal task of TenneT is developing and managing the offshore electricity grid. In order to do this as efficient as possible, TenneT has developed new standards for the offshore grid between 2014 and 2016, in cooperation with the stakeholders within the offshore wind industry. During the consultation sessions with wind park developers a number of technical and legal topics were discussed. The results formed the basis for offshore model agreements. Through this process liabilities etc. were agreed during the construction phase, and as well as technical issues such as descriptions of the connection, technical standards, and conformity requirements.

As the contract for delivery of the platform Borssele Beta recently has been signed too, this timing is ideal for the efficient execution and fruitful cooperation of our Borssele projects.”

The grid connection Borssele consists of two platforms, both with a capacity of 700 MW. These will be operational in respectably 2019 and 2020. TenneT has officially been appointed as offshore grid operator in the Netherlands, and will develop -as contribution to the Energy Agreement- at least 3,500 MW of offshore-connections till 2023; all with a standardized concept of 700 MW per connection.

TenneT will start investigating the options for offering local (sustainable) electricity generation capacity on the market for balance maintenance in the Dutch high-voltage grid (‘balance maintenance’ refers to achieving a balance between the supply of and the demand for electricity). This concerns the so-called automatic Frequency Restoration Reserve (aFRR), also referred to as ‘regulating capacity’. TenneT is undertaking this pilot project in collaboration with seven market parties: Engie, Enova, Escozon & Energie Samen, Next Kraftwerke & Jedlix, Scholt Energy & Enervalis, Sympower and Vandebron.

Load-out of first ‘jacket’ for TenneT offshore transformer platform. The 55-metre-high substructure or ‘jacket’ for TenneT’s first offshore platform in the Borssele wind farm zone has been completed. The so-called ‘load-out’ of the jacket at the HSM Offshore shipyard in Schiedam is the first milestone for TenneT in the realization of the Borssele Offshore Wind Farm Zone project.
